HNLMS O 13 was a O 12-class submarine, operated by the Royal Netherlands Navy. Koninklijke Maatschappij De Schelde, Vlissingen laid her keel on 1 December 1928. She entered service on 1 October 1931, having been launched on 18 April 1931.

Her class ran to four ships. The class followed the O 9 class and was succeeded by the HNLMS O 16.

The boat displaced 610 long tons surfaced and 754 long tons submerged. She measured 60.4 m (198 ft) long with a beam of 6.8 m (22 ft). Her designed speed was 16 knots, and she carried a complement of 29.

Her main battery was two 44 mm (1.7 in) guns.
