L-21 was a submarine of the Leninets-class, operated by the Soviet Navy. Her keel was laid on 15 June 1938. Launched on 14 July 1940, she entered service on 31 August 1943.
Her class ran to four ships. The class followed the Dekabrist-class submarine and was succeeded by the Shchuka-class submarine.
The boat displaced 1,108 long tons surfaced and 1,400 long tons submerged. She measured 85.3 m (280 ft) long with a beam of 7 m (23 ft). Her designed speed was 18 knots, and she carried a complement of 56.
Her main battery was one 100 mm (3.9 in) guns.
She was in commission for 736 days of the Second World War. She was decommissioned on 29 December 1955.
She was broken up for scrap.
