USS S-23 was a S-18-class submarine in service with the United States Navy. She carried the pennant number SS-128. Her keel was laid at Fore River Shipyard, Quincy, Massachusetts on 18 January 1919. Launched on 27 October 1920, she entered service on 30 October 1923.
The boat displaced 930 long tons surfaced and 1,094 long tons submerged. She measured 66.8 m (219 ft) long with a beam of 6.1 m (20 ft). Her designed speed was 14.5 knots, and she carried a complement of 38.
Her main battery was one 102 mm (4 in) guns. Her machinery developed 1,200 bhp.
She was in commission for 2,193 days of the Second World War. She was decommissioned on 2 November 1945. She was struck from the register on 16 November 1945.
She was broken up for scrap on 9 November 1946.
