S-13 was a Soviet S-class submarine built for the Soviet Navy. Her keel was laid on 19 October 1938. Launched on 25 April 1939, she entered service on 31 July 1941.

Her class ran to two ships. The class followed the Shchuka-class submarine and was succeeded by the K class.

The boat displaced 840 long tons surfaced and 1,050 long tons submerged. She measured 77.8 m (255 ft) long with a beam of 6.4 m (21 ft). Her designed speed was 19.5 knots, and she carried a complement of 50.

Her main battery was one 100 mm (3.9 in) guns.

She was in commission for 1,497 days of the Second World War. She was decommissioned on 7 September 1954. She was struck from the register on 17 December 1956.
