I-28 was a Type B1 submarine, operated by the Imperial Japanese Navy. Her keel was laid at Mitsubishi on 25 September 1939. Launched on 17 December 1940, she entered service on 6 February 1942.

The class followed the Type J3 submarine and was succeeded by the Type B2 submarine.

The boat displaced 2,589 long tons surfaced and 3,654 long tons submerged. She measured 108.7 m (357 ft) long with a beam of 9.3 m (31 ft). Her designed speed was 23.5 knots.

Her main battery was one 140 mm (5.5 in) guns. She carried one aircraft. Her machinery developed 12,400 bhp.

She was in commission for 100 days of the Second World War.

She was sunk on 17 May 1942, at 6°30′N 152°00′E. The wreck survives.
