USS R-3 was a R-1-class submarine in service with the United States Navy. She carried the pennant number SS-80. Her keel was laid at Fore River Shipbuilding Company, Quincy, Massachusetts on 11 December 1917. Launched on 18 January 1919, she entered service on 17 April 1919.
The boat displaced 574 long tons surfaced and 685 long tons submerged. She measured 56.7 m (186 ft) long with a beam of 5.5 m (18 ft). Her designed speed was 12.5 knots, and she carried a complement of 29.
Her main battery was one 76 mm (3 in) guns. Her machinery developed 880 bhp.
She served with the United States Navy as R-3 until 4 November 1941. She then passed to the Royal Navy, serving as P.511 from 4 November 1941. She was in commission for 1,937 days of the Second World War. She was decommissioned on 10 August 1934. She recommissioned on 19 August 1940. She was struck from the register on 7 November 1941.
She was broken up for scrap on 20 December 1944.
